
U.S. Immigration and Customs Enforcement (ICE) agents have successfully apprehended ORVILLE ANDREW PERNELL, a 32-year-old Jamaican citizen wanted in connection with a brutal murder in St. Lucia. The capture, which occurred on April 4 in Savannah, Georgia, marks the end of an extensive multinational manhunt led by ICE Homeland Security Investigations (HSI) and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).
PERNELL, who had escaped custody twice in the Caribbean, is accused of committing a murder in St. Lucia in 2020. After fleeing during his trial, he was arrested in Jamaica in 2021 but managed to escape custody once again. In December 2022, U.S. Border Patrol agents encountered PERNELL near San Ysidro, California, attempting to enter the United States using a fake identity. He was paroled into the country and given a notice to appear.
In July 2023, PERNELL was arrested by the Clayton County Sheriff in Georgia for possession of a stolen motorcycle and attempting to evade arrest. During the arrest, authorities recovered a stolen 9mm handgun in his possession. His capture in Savannah was the result of a coordinated effort by multiple law enforcement agencies.

SCHRANK, ICE HSI Special Agent in Charge for Atlanta, emphasized the commitment to bringing violent fugitives to justice. «We are committed to tracking down fugitives who pose a serious threat to public safety, no matter where they may try to hide,» he stated. «This operation highlights our ongoing work to dismantle criminal networks and bring violent individuals to justice. We are thankful for our local, state, and international law enforcement partners who helped us secure this arrest.»
PERNELL now faces charges of being an alien in possession of a weapon in the U.S. and will be extradited to St. Lucia to stand trial for murder. His arrest underscores the collaborative efforts of law enforcement agencies to ensure public safety and hold criminals accountable.
